01 Feb Time is Running Out: Prepare for a Seamless 2023 WSP and ATR Submission
Do not let this chance pass you by! For companies with an annual payroll of R500 000 or more, now is the time to prepare for a seamless and efficient submission of your Workplace Skills Plan (WSP) and Annual Training Reports (ATR). Showcase your company’s dedication to training and development by submitting your reports by April 30th, 2023. The deadline is quickly approaching, so start preparing to take advantage of this opportunity to demonstrate your commitment to upskilling and development. Get ready to be recognized for your training excellence!
Here is a tip to kickstart the process: appoint a Skills Development Facilitator (SDF) as the designated contact person between SETA and your company. The SDF will ensure a seamless submission process and keep everything on track. Do not wait, take action, and let’s make this year’s WSP and ATR submission a success.
A training committee must be established for companies with fifty or more employees to consult with employees on the Workplace Skills Plan and Annual Training Reports. The committee should be composed relatively, taking into account race, gender, job level, and trade union representation (if applicable).
In accordance with the Skills development act, organizations with a minimum of fifty employees must establish a training committee. This committee is responsible for collaborating with the employees on the preparation and submission of the Workplace Skills Plan and the Annual Training Reports. To ensure the committee accurately reflects the diverse makeup of the workforce, factors such as race, gender, occupational level, and trade union representation (where applicable) are taken into consideration during Its formation.
By law, submission of both the WSP and ATR reports is a mandatory requirement. Proof of submission and SETA acceptance are important to earn points for the B-BBEE Skills Development element. Failure to submit the reports may result in a significant reduction of points, potentially leading to a drop in the B-BBEE level. The Skills Development Element is considered a priority, with a potential drop of one level if a minimum of 40% of the skills points are not earned.
In addition to meeting legal requirements, submitting the Workplace Skills Plan (WSP) and Annual Training Reports (ATR) also offers financial benefits. If the reports are approved, the employer may be eligible for a 20% refund on the Skills Development Levy (SDL) paid to the SETA. Furthermore, the SETA may choose to award an additional 49.5% of the SDL for training in scarce and critical skills within the sector.
It is important to remember that failing to submit the Workplace Skills Plan (WSP) and Annual Training Reports (ATR) not only results in a loss of financial benefits but also results in a loss of points on the Broad-Based Black Economic Empowerment (B-BBEE) scorecard.
